Is it possible to have a GUI under a block and make it function? [closed]

Hey there!

I just made a script for my register GUI. It's made with surface GUI. So, I found out that this looked dull... Therefore I just duplicated another block and made it neon(for the glow effect). This made the surface GUI not to function. Is there any possible ways to eliminate this? or should I make a separate GUI and link them??
