Driving GUI question? [closed]

Okay so first off I have a car, I want to have a GUI that pops up on the screen in which it displays current speed, and max speed. There will also be a "+" and "-" button that control the max speed. Once you click the "-" button it takes your speed down 5 miles per hour but its not like cruise control which sets your speed, it's thee max speed your vehicle can reach when set on that number. I gave it some attempts but it is not working at all.
