Guis Zindex Not working properly?

So ive got a Menu GUI that has buttons in it, and i have a GUI that should go over it, but instead it hides under the first GUI with buttons, the GUi and all the Buttons have a zindex of 1 while the GUI thats stuck behind them has a zindex of 10.....any reason this would be happening?
