Why isn't my place overwriting properly?

I am currently working on a game with two friends, and decided to download the place to work on the place by myself. But when I try to publish the file to overwrite the place, it is simply not working.

As you can see in the video, the building is surrounded by a parking lot and a hedge, which is what I am trying to publish, but when I try publishing it, it does not do it properly. As you can see, after I publish the place, the building does not have the hedge and parking lot, which means it did not overwrite properly.

I have tried publishing to a new place within the game and tried several times to get it working, but it does not work. This is really hurting the development of this game.

EDIT: I have decided to go and publish a new game.

Try publishing it as a new game instead of overwriting. It would be the same, just name it the same and stuff. For the one you made with your friend, set it to private so that people would go on the other one.
