How do I make a keybind that releases your mouse cursor in shift lock?

So I'm trying to make a settings GUI that you can enable/disable things to make your game less laggy. The thing is, my game uses forced shift lock, so the players can't click anything and I want it so that when the player hits the keybind for the settings GUI to appear, the mouse is unlocked from shift lock and is allowed to move freely. Is there any way to do this?
