Game script, and in it the teaming function isn't running. Help?

So in this gamescript as said in the title, the function "Teams", isn't working. I'd like some help, what it's basically supposed to do is team players from team spectators to Team blue, and Team Red once the game begins. What it's doing is starting the game, and round but it doesn't do any of the functions. Help please;

I may be incorrect, but the variable 'GameRun' is never set to true, which in turn doesn't allow StartGame to run.
