Is VehicleSeat.MaxSpeed in mph?

I'm wondering if the MaxSpeed property of the VehicleSeat is in sps, mph or kmh. Sadly the documentation doesn't help with this.

MaxSpeed is in Studs Per Second(SPS) iirc
