How do I make a tool where if I click it makes a block and a rope effect?

So, I'm trying to make police tape. I need a Filtering Enabled script that when I click something, such as a tree, it makes a block appear, and if you click something else, such as a mirror on a car, it will connect to it, and make it welded.
