Is there any possible way (hacky or not) to clip part of a circle?

I'm working on a vehicle gauge and to spice things up a bit, i'd like to make things such as a red line be displayed in a circle. Since different vehicles have different redlines, to my knowledge it isn't possible to clip a circle inside of another circle.

This gauge is from Forza Horizon 4 and as you can see, the red area of the gauge is clipped at the edge of the main white circle. What i'd like to know is if there's any possible way of accomplishing this look before I go and make 360 frames lined up in a circle?
