Maintain constant RocketPropulsion Speed depending on size of part?

Hi there.

Im trying to implement a homing bullet into my game, but the problem is that when using rocket propulsion if the size is less than 1,1,1 the bullet flies into space at insane speeds. Is there a way to make the bullet move at a constant speed towards a target regardless of size?
