How do I make a race track light turn green after a countdown goes off, triggered by a click?

So I'm trying to figure out how to make a light turn green and it's material neon after a countdown goes off. The countdown would be triggered by a click detector. The light would be automatically red but if clicked it would countdown, then the light would turn green and neon.
