How do I lock a player's camera to a other camera and then spin the camera?

As I have no idea how to lock a player's camera to a other camera and then spin the camera as I'm still new to coding, although I did make several coded models and 2 plugins, I still have no idea how to do the question I'm asking. Now I'ma stop confusing you. I'm making a 1 player game where they have this GUI on their screen of what music they want to play, but I also want to make a spinning camera in the background while they are at the screen.
