HTTPservice is enabled but it keeps saying it isn't any reason why? I used server script no local?

HTTPService is enabled I checked it and saved it more than 10 times and yet it keeps or saying in the output whenever i try to do getasync() it keeps returning in the output that HTTPservice is not enabled in my place is there a reason why by the way I didn't use a local script

also when i try to enable it by script it keeps saying

13:18:48.345 - The current identity (2) cannot HttpEnabled (lacking permission 3)
