How do developers achieve a quality setting?

So I’ve noticed that game such as bubble gum simulator provide a high quality option as well as a lower quality version for mobile and even goes as far as suggesting which one. I’ve never had to choose the lower quality version so I don’t know how effective it is.

But if I were to make one, where do I even begin? Surely there’s no way to reduce every single particle and even a custom draw distance.
