Tool Handle Idle Overpowering Animations Issue?

Alright, so when I try to do an animation the issue is the tool gets in the way and keeps it holding up just like any other tool. I have the animation set to Action which is the highest priority. Part of the animation starts playing when the tool is unequipped. I tried playing the animation through LocalScript but the issue is that you can see yourself doing the animation but others can't. I tried setting all the parts networkowner to the person holding the tool to no prevail.

Code isn't really necessary to help further explain my issue since it's not the code that is having issues it's the issue with the tool handle idle animation that is overpowering Action priority animations.
