I'm needing some help making a revolving GUI. Any help? Thanks!

I'm making a GUI where a circle revolves another circle, I've tried using anchor points but obviously, that won't work. Any help here? I've tried many scripts with no luck. I'll show you what I'm trying to do right now.

In the image about there is a frame that I'm trying to get to rotate on an anchor point so it rotates around the big circle. The small circle will then go to the position of the rotating frame. Any help, please? Thanks! ????
