How to rotate the camera, but not around the player?

I'm wondering if there's a way to rotate the cameras own rotation, not around the player but kinda how you can rotate a part. Is there a way to do this?

EDIT: What i'm trying to do is, make the camera look up a tiny bit without rotating around the player, and also following the player, and allowing him to still control the camera.
