How to make a rope that swings at an acceptable level without going all the way vertical?

Man, I've tried doing this for years and I STILL can't do it. The rope consists of 3 parts: The part that hooks it to the track is a Union consisting of a circle (a cylinder with a hole, created by passing a NegativePart through it and clicking Union). Under the Union, a 15-stud tall cylinder is attached to it via Welding and underneath that is a cylinder facing towards the bottom of the face of the middle cylinder (all 3 parts have been Welded). When I push the rope, it goes straight up and flings me off. I've tried editing the physical properties of all 3 parts and nothing I've done has worked. Can somebody help me out here? (The rope also needs to be able to move forward and not be anchored in one spot.)
