How would you make a camera move to the position of the mouse, but its movement is limited?

I want to make a lobby that would use the same "Looking Around" system that https://www.roblox.com/games/549937165/BOUNTIES-ALONE-Early-Access uses. The camera rotates to the mouses point, but limits it movement, and cant looks backwards. Would you have to use 'LookAt' CFrame thing that faces the camera to "Mouse.Hit.P" even though I already tried that, and doesnt limit the rotation. Any help would be greatly appreciated!
