Is it possible to change the speed and limit how far a motor can rotate?
Sorry never done something like this before.

Yes it's possible have you gone into the script if there is no script which there should be then create a new script and put max speed that you want then insert the script into the car you should atleast find the scripts inside the car if there is go to outline or explorer
