I need a little help on my Ice Attack Script?

I'm trying to make an ice script using an R15 Animation but I don't know how to bind the character properly when trying to animate. I'm also trying to add a cooldown too. I've tried looking on youtube but there's none of stuff like that. I'd appreciate it if someone gave me a solution. I'm new on scripting. (Also is it Local or normal script? I'm trying to make a menu that'll let you select it if you want it to use it.)
