Making a wand?

I'm such a noob at scripting and I need some help. I'm trying to make a wand that players can hold and can select a few spells through a GUI. Spells that could paralyze a player for a short period of time of knock them over. Where should I start? (PS. I am not looking for a full script just a guideline on how I would go about this, thanks.)
