Is there a constraint that can solve this issue?

I have a wheel that is connected to suspension, and I want a two blocks to stay directly under it at all times. These two blocks are connected via hinge, so when the wheel moves up, the blocks articulate realistically. This setup is better explained with a picture, so here:

The black dots are where the hinges will be, the red lines are the blocks. I need it so that these blocks stay where they are (right under the wheel), but only up and down with the wheel. The up and down movement needs to be where the hinge is, so not moving the block up and down from it's center. This is also better explained with a picture:

Is there a certain constraint (or multiple constraints put together) that can have that effect, to constrain an attachment to be at a certain position relative to another attachment, and allow movement up and down at that attachment's position, not the parent of the attachment's position?

I know this isn't really a scripting question, but I don't know anywhere else to ask and if anyone would know, scripters would probably know.
