How Do I Make A Player Spawn With A Package In R15? (The Penguin)
I Would Like For Everybody To Spawn With The Penguin Package In My Game. Any Help Is Awesome

Make a penguin rig, That has all the required things to function as a character. Name it StarterCharacter then place it in StarterPlayer.
