How to make animated GUIs like this? (Please explain if possible)

Does anyone by any chance know about a tutorial of making this or an explanation of how this works? I have no clue how this works... Is it tweening?

Use ScrollingFrames and disable scrolling and then make a while true do loop that tweens some lines over the gui
