Is there a way to create a CFrame which is looking at a position while its rotated?

I am trying to create a CFrame which is looking from vector3.position to a different vector3.position while its rotated with a different cframe orientation.

I've got it to work but it wasnt working as expected it sometimes faded to the left or to the right it wasnt working perfectly.
