How do I Upload Plugins?

I've created a plugin, but how em I able to upload it so that other people can use it? Apparently I need to add more question marks to be a valid question... (??????????????????????) Still won't post this is annoying, maybe I have to make the question longer??? So i'll just talk for a paragraph and hope it posts....
