What's the best way to create an anti-exploit?

I've had a game before with some players, and lots were exploiters. I had an anti-exploit in there, which detected walkspeed, jumppower changes, detected when the exploiter removed their humanoid etc. It worked for most, but some were not affected? Anyways, the anti exploit was a local script in playerscripts, and I want it to be fully functional, so Where should I put the script, should it be a localscript in playercharacterscripts or a server script in serverscriptservice, and just what would be the best way? I want my game to be as exploit-free as possible.
