How do I create a realistic flashlight?

(I have intermediate skill in Scripting.) You know how when you use a flashlight in the real world, it kind of "projects" the lens onto the wall? I was wondering if someone could help me recreate that in an effort to make a game more realistic. I know it's possible, I saw it in the game RED_44SATYR_44. Anything helps. Thanks!

PS - I don't want it to be a tool. I want to be able to toggle it with the 'F' button (which I know how to do) and also have the light follow the cursor (which I don't.) And if it helps it only has to work in first person mode, as the game is only that. Also, I want to know how to fire events upon flashing it at certain objects.
