How do you create a "Thunderbolt" or "Ray" or whatever effect?

Hello. I'm right now crashing hardcorely my head against a wall. I was browsing MerelyRBLX and I found out he had retweet something...

I was AMAZED! I couldn't BELIVE IT! It was the effect I always wanted for MY GAME! I went crazy browsing through the comments, and I saw that the poster said "This is now live!" But the problem was, there are no links to any articles in the ROBLOX Wiki, nobody says what is that or explains anything about it, and the video has really bad quality (It's twitter, what do you expect) so I can't see any object names, so I don't know anything about that and I really NEED IT! Do you know how frustrated I am right now because I have what I want just IN FRONT OF MY EYES but I can't GET TO IT?!

Please HELP!

This is the new Beam effect. (It attaches to two Attachments.) It has a variety of properties that can change how it looks. You can use the textures to make it appear as if something is travelling along the beam, and/or you can use multiple Beams with very similar properties and a function to continuously change their CurveSize properties (ex by using math.sin) to animate it.
