How do I make people within Teams spawn with different items according to their rank?

Ok so pretty much I'm creating a police roleplay game and I want different teams to spawn with different items but then within the teams I have ranks and while in the team I want different ranks to spawn with different weapons.

for example

I want Civilians: to spawn with a flashlight but I want Police trainee's: so spawn with Flashlight, Radio, Speed gun. Wheres, I want Police Sergeants: to spawn with Flashlight, Radio, Speed gun, Pepper spray, Baton, Taser. Then I would want Police Lt's: to spawn with Flashlight, Radio, Speed gun, Pepper spray, Baton, Taser, Glock 17 and Citation book.

Does this make Sence? I would like them to have these items when they spawn in

I'm extremely new to coding and only know very basic code!!
