What does "Service Not Available" mean?

I have an obby for points, but people are calling it a scam because the points giver doesn't work. It works when I test it, but according to the players it breaks down sometimes.

One time I managed to get feedback. The error was "PointsService:AwardPoints() not available because Service not available." What does this mean?
