How to utilise ROBLOX Game/Universe functions?

I can't seem to find any documentation anywhere (as I'm not entirely sure what to search for) about ROBLOX's game/universe features.

Mainly I want to know how to do the following:

Game -Start Place -Place 1

Everyone starts at start place then how do I start a new server, teleport them all to place 1 and then "lock" this server so no one else can join. Almost like Prison Royale if anyone's ever played it.
