I'm having trouble with putting two meshes into a tool. Can anyone help?

So I have a mesh that has two parts and I imported them into studio and wanted them both to be in a tool. How would I weld them together. Because my problem is that only the "Handle" part will be shown in hand and the other part will be lying on the ground.

I have tried using welds and stuff but none of it works it just stays on the ground.

If anyone could help that would be appreciated.
