Why doesn't my R15 rig walk completely to target position when WalkSpeed is lower than 16?

I used :MoveTo(part.Position) to get my rig to walk to that part and it walks completely fine when Walkspeed is set to 16 however when I lower it to 5 it will only walk about halfway... Why?
