How to disable chat for a client?

How would you do this, Situation: Player2 can chat (lets say they bought a gamepass), and Player1 cannot. Is there any way that he can still see the chat GUI, BUT, when he tries to chat there is a message that pops up like "You must buy the gamepass to chat!", (using normal roblox guis)
