How to make Local Lighting?

When I mean by this, I want to make a hat: WHen you wear it, it changes the local lighting (light, fog, ect) to something else. How would this work? How would I make it?

Try editing the lightning properties from a LocalScript, whith Workspace.FilteringEnabled set to true, so the changes will affect only one player's lightning

When this property is set to true, changes made by a client will only affect what the current player sees, but the other players won't see any change.
