How would I make a specific music command or gear giving command on the Admin Command script?

I've seen in many games the admin having commands like :grapple ShadowWolfXZ to give someone the grappling hook or music commands like :music Nyan Cat. Just examples, I have an admin command script, do you have any idea how I could do a command like this? If this is the wrong tag, forgive me, I had no idea what type of tag this would be in. Edit: No one can help? :(
