How to make a part rotate based on it's position?

Sooo we all know how cylinder meshes spawn the cylinder facing the top of the part.. So I have the math done on fixing the size down, but I need to know how to rotate the part 90 degrees upwards and have the correct rotation with the brick it's replacing Y and Z wise. The problem is.. It rotates correctly, but it isn't aligned with the part it cloned.
