How to show gui's during games without initially having them?

I know it sounds confusing, but I have noticed in a few games the a GUI will pop up, for example in Pokemon Brick Bronze, sometimes a GUI will pop up saying shutting down for bug fixes, or in Combat League a GUI will pop up saying it's an older server. How can this be done?
