How does rendering terrain work?

You know how some games have rendering terrain effects. Whenever a player is near a certain amount of terrain it generates and when they leave that certain area it ungenerates (pretend thats a word haha) But it doesnt mess with the other players too. Im guessing it has to do something with that player's camera. Am I right or not?
