How to limit server count?

How do you prevent more then one server from opening I was thinking you could just set the player limit to 50 and keep kicking the 50th player to join. Are there any other ways to do this?

reason being I want to make a personal server with out BC, scripted using the universe service its just a fun project I want to try.
