Tool with 2 handles with arm moving and rotating?

I already know how to make 2 handles and weld them together.

What I want to know is how to move my left arm to the second handle's position as it isn't moving by itself like the first handle. So basically what I am asking is how would I move and rotate my left arm to the second handle as I am working with making a gun.
