This local camera thing? (never learned this need some help(

Well like did you ever go to those games were its like the camera is locked on your character but your somewhere else and no one spawns in the same place as you and theres a loadout and stuff idk if you know what im saying but read it carfully it comes up when you reset or join the game and theres a deploy button and you go into the game. Help?
