Anyone know how to script a Umpire?

In the various Ro-Baseball leagues that I am in, games are always going on forever due to confusing calls that our Umpires make. I am COMPLETELY NEW to scripting. I've only worked on simple wiki scripts (Group tools, Anti-Team kill, etc.). I know what must happen in the script, but I have no clue on how to code it.

In the leagues I am in, most calls are about "Who made it to the base first". In the code, I'm trying to make it where a GUI message will appear over the base, showing who reached the base first, Team 1 with the ball or Team 2 who hit the ball. I understand what must happen in the script, but I have no clue on what code to insert into the script.
