How do you make a changeable Timer GUI?

I have been a long time fan of a Japanese show called "SASUKE," or Ninja Warrior for people who have watched it on G4. I have decided to make a competition for this, but I have looked up to ask how to make a timer gui (here but they don't bring up jack squat. How do you create a custom Timer GUI that runs in milliseconds and is customizable? Please help me out :(
