"timeout before resuming thread", what does this mean?

I have a game that has been giving me a confusing error as of recently. When playing the game in normal "Play" mode, very often the Server seems to "stop", animation don't run, seats refuse to work, and tools don't weld to the players arm. After a minute or so all of these suddenly work, and the outputs error reads "timeout before resuming thread". What does this error mean?
