From the Official ROBLOX Wiki:
"-If an object has this property set to false, that object will be omitted when the game is published, or when one of its ancestors is copied to the clipboard, or when Clone is called on one of its ancestors.
-Calling Clone() directly on the object will return nil.
-ROBLOX Characters have Archivable set to false.
-Hats published by ROBLOX have Archivable set to false mainly to prevent them from being copied in game by using building tools."

It means the that it can be destroyed or removed in the game, I believe.
