How do I make this animation UI fade animation?

Hello! I am gonna ask about this unique animation I found from Commander 4 Panel, I am pretty familar with tweening but just this way I don't understand it.

When creating a tween, the 3rd parameter can be a table of all the properties you want to change when the tween gets played. I think they used size and transparency with this.
