How do I make a draggable Inventory System?

How would I make a hot bar and inventory where if I clicked and dragged on an item on the inventory it would transfer into the hot bar and vice versa and how would I re-arrange items inside of the inventory by dragging them? Essentially, I'm trying to create an inventory similar to Minecraft.
